Verification is usually done between close connections from management groups. Twitter sends out actual forms that the record label/company/artist/actor then fills out to my knowledge. Getting your hands on one of these forms is the hard part.
Twitter also has people going around and scanning twitters and public figures to see if they qualify, ex what happened with some gaming kids (faze rain or whatever his name is, Nordan).
