Tips on how to make website or forum popular?

You could always buy an advertisement slot on popular forums such as Hackforums. You can also make a signature that links to your forum (make sure the owner is OK with it).
 
Pretty much advertising is the only way, and making it good enough so people stay.
 
Advertise, have contents and pretty much original content. Your website should be not like the others, make it stand out and people will come.

There are a lot of RS Black Markets. If you want to compete you need a unique name/domain (make sure to get a TLD), theme, and approach. You need original features, and ideas to make your website stand out from the others. Then you need to advertise it to the right groups of people & at the right times. Make sure to have contests, and constant content, etc.

If you have a good idea that hasn't been done before and it's an idea outside of the box, people are probably going to like it.

The problem is thinking of an idea like that.

It won't be different, most forums are the same, so you just need better advertising and good contests, people love contests!
 
Active on forums with signature link to your site and post a thread advertising about your forum,do it on a few forums/servers.

I get so many guests but since there isnt much action, people usually dont register and leave...
