So at the end , after the Noble Actual mission you hear a voice and you see your helmet.

There has been a lot of discussions on this, many thought it was Cortana, and some thought it was Dr. Halsey.

Well I can now confirm that it was Dr. Halsey.

If you put on Subtitles it says "Halsey : "

Kind of an disappointment, because this got me thinking about Master Chief.

Ya it was Halsey, I like to think Cortana and Halsey are the same people
 
I think Halsey gave Cortana her voice when she modified the AI, as she created her...right?
