I think it signifies how people spend their lives waiting for things to happen, without taking an initiative. Deep down they know they don't care about other people, or what happens to them. They just want what is best for them.
 
If you watch the movie you would understand the scene better. (It doesn't tell you what it means, but this scene basically summarizes most of the movie.) So, I can say that this explanation is the complete opposite of what it means/could mean.
