That's an IRC bot you idiot.
It's a script that sends a bot into your channel to do certain commands (i.e !rsn *irc name here*, etc.)

I love how someone sees "BOT" and ignores everything else around it.

IRC, Internet Relay Chat. Usually mIRC is used to connect to it, but SwiftKit uses SwiftIRC Network, where RuneScript is housed. This allows people connected to the network/channels to look up stats, exp, next levels, compare, etc without having to use the site. It has NOTHING to do with ingame botting, and its completely legal.
