And for the clarification:

If it's ever been on a console(s), it decreases the value depending on the buyer.

If it's never been on any console(s), then yes, the buyer (Assuming the buyer doesn't know the market very well) will pay more, due to the fact that it has a lesser chance of being taken back or called in.
