Sorry for the late reply. So things to look for in runescape accounts are: 

1) Is it the OG owner 

2) Is there a registered email? Buying accounts that have never had a registered email is always safer. 

3) Request a pm in game to prove they own the acc. 

Those are really the only steps to make sure runescape accounts are safer.
