Scamming offsite still an offense?

Ok, you know how people say of but it was offsite so it can't be trialed as a onsite scam. Can someone please show me where this is stated?

Even if it was offsite it is still a scam no matter what.

I understand, but why isn't it bannable? that is my question.
 
If the deal has nothing to do with FK and is offsite then action is not taken against the scammer.

Where does it state that in the rules, that's my question. I feel like this was an assumption made by a member and it just stuck. Because it doesn't say anything about that in the rules :L

The rule has literally always been that way since ForumKorner has existed and idk how many times this issue has come up tbh. Ask Philly if you don't believe me.
