Scammed Offsite

I have a quick PayPal question. The person that scammed me was a random, but how do I chargeback successfully if I sent as "Goods or Services" and put in the comments "I will be receiving the item upon the seller's reception of the money". I don't know if this is the correct section but I just wanted some assistance, thanks.

I recommend giving paypal a call saying that there was unusual activity on your account and maybe you can get ur money back.
