How would I go about creating a scam report on someone that I have no proof scammed me other than the payment being sent to him? The reason I have no proof is because we sealed on kik and it was for a account and I signed out of kik without screenshotting the conversation and it deleteed it.

You can still make a Community warning, but not a scam report.

Just make a Community warning in the Marketplace section.

Scam Reports without proper proof are dismissed due to lack of evidence that supports you. I suggest you not to make one.

2) You can't; it's invalid
