Rule of Rep?

I've seen on a few people, some of there reputation isn't fairly earned. It's just a friend giving them reputation because it's there friend. I think it's something that is earned, not just given by a friend for the hell of it.
So that is why I think their should be some sort of rule for the rep, so no one abuses it and reps there friends just to rep them.

I didn't say that, I mean simply that I think it should be earned, not just because they are there friend. If you see what i mean. Yes they may think positive about that person, but say someone just recently joined, has little post, there friend happens to be staff, or VIP they get +3 rep just for them being there friend. I just think it should be given out for earning not so much as a "He's a sexy guy"
 
i think this Reputations rules are fair enough , as TheElite stated Reputation based on opinions , but don't trust people who have a lot of Reputation for trade or sales you must read why he earned his Reputation.
