Request for license transfer

Would anyone let me license transfer GTA v or black ops 1? I own it but someone swooped it from my room or I just lost it. Would anyone let me license transfer it? I have like 3, 3 letter Instagrams you can have or I'll give kik: kamikaze thanks if you can. Not much to offer.
