Registered (normal) users: Allow them to only give Neutral rep
Subscribed users: +1, -1, 0
and etc,
As of now i can see people getting scammed, or just hating a member, and creating new accounts and spamming -1 rep to the person they're hating on.

Subscribed users get, +3, +2, +1, 0, -1, -2, -3.
Normal users get, +1, 0, -1.
We'll see how it goes, If there's a lot of rep abuse, then there might be a change.

If people make new accounts just to -rep somebody, staff can check the IP's of the accounts, and punish the rep abuser/multiple accounts, accordingly.

You act like they'll keep banning/removing the rep every time someone does Rep abuse.
it's worth using a proxy to rep fuck someone like 10x with new accounts, and have the staff, move outta their way to have to remove them, then ban each member...

Well, it is kind of obvious when a person who just joined, with 0 posts, and within -reps a member for no reason.
You do have a decent point, though.
