I +rep again today so I wasn't sure can I +rep/-rep the amount of rep I have or am I stuck with +1 and -1 instead of +7 and -7 ?

Ummm it's just +1 and -1... lol
 
Normal members, +1 and -1.
RG Elite members, +3 and -3.
RG Sponsor members, +4 and -4.
RG Management members, +6 and -6.
