I think non-upgraded members should be able to give neutral rep. It just makes total sense. Im sure upgraded members wouldn't mind this either.
 
I wouldn't mind a +1 / Neutral.
Imo I think getting neutral reputation is kinda like a negative, though its not
 
I don't see an issue with this.
 
I think If you want to be able to rep people, Upgraded it's as simple as that.
 
Not everybody has the money to upgrade. Personally my PayPal has $7 in it.

I had 10K Koins that I was saving up for Onyx
 
What would be the point of it? You positive rep someone if a trade went smoothly and negative rep someone if it failed.
 
There is really no point in neutral rep at all so I don't agree with this.

Hmm I guess I might as well just save up for Onyx. Seems like I'm the only non upgraded guy who wants this.
