Can this man -10 me for something I didn't even do?

Maybe I'm mislead. I asked for koins to get a name change, which I did get. 

Wondering if you guys see it a different way or can he actually do that?

You -10 me out of no where? I think a majority of people would be kind of mad for a -10 for no real reason, but hey you do you man.
