Remove all caps from subjects

In my opinion I think that All Capitals on a Subject is practically spam, new members that just join the site they post like this "NEED THIS SOLD" and it grabs everybody's attention, I think that you guys should implement so they get a 10-20% warning level if they do.

All it is, is someone capping every letter, there is really nothing to this suggestion.

This is a silly suggestion. Extra attention is needed in certain situations.
