I've got no idea who owns this, Junior is your best bet for information. This looks like either a semi-active tag, so jacking it isn't really an option here if you want to keep it and not lose your console. It's very possible this is owned by the original owner, in which case you're out of luck.

Also adding onto what Transform said, don't message the guy and be straight up like "Hey i want to buy your account". Biggest mistake, that's how you get ignored. What you gotta do is be more subtle and ask him "Hey i really like your gamertag and was wondering if i could aquire it somehow. Do you have any other means of contact?"
