I'm on my iPod, so I was wondering how I can give people rep. Does anyone know how?
 
You have to be upgraded to give people rep.
 
I know that but I'm in a group. When your in a group you can give +1 rep.

No. You have to be an upgraded member to give rep.
 
I thought non upgraded members can give rep.

Jake gave me rep and he has never upgraded.
he was a noob member not even in a group.
 
My friend gave me 1 rep when he was in a group so I'm confused.
 
You need to go their profile and press the Rate Button.
 
People in a user group can give 1 "+" or "-" rep you have to click the users profile and it will show their rep click rate and then a window will pop up select either negative or positive and click confirm they have now received their rep from you.

you have to be in the group AA , i beleve it was hardcore they set the premissions wrong it can give 1 rep and change username
 
Wrong. It has to do with the way permissions inherit. It seems some groups have privileges others dont. For example I can see upgraded users SF but not give rep. I can also see the staff sf (No password so cant see inside, just the forum).
