Question about rep.

Alright, been wanting to ask this for awhile, haven't seen it asked/answered recently or at all, so....

Why can staff give rep but not receive rep? Just has me wondering.

I could be wrong about my opinion but yolo;

People could dick suck the staff by repping them and sucking upto them, idk I think it just cuts out the competition for the members and staff going against each other with rep..

Could be wrong don't judge.

It isn't a big deal, I was just wondering because it's been crossing my mind more for awhile.
