[Q] Username Change with Koins?

I just noticed you can pay 2 Koins to change your username, although I know you can do it for free in the UserCP.
Does this purchase mean usernames that are taken already and are now inactive or?
Could someone explain, and also the user title, since you can change that in UserCP too?

No, this is for users who have not upgraded. You can pay Philly 5 koins or $5 for certain banned/inactive usernames though
