Photoshop Help

Ok so I recently wiped my Computer and silly me didnt make a back up So I had to download the program photoshop cs6 again all is ok until 

1. When I click Open with photoshop doesnt come up at all so I cant add any photos to photoshop 

2. On the Desktop Photoshop has a Blue and yellow shield next to it and when I click Run as Admin it still does not go away

How May I fix this I have looked all over online and still have found no help

I had this problem too, download a cracked amtlib.dll replace it with the original amtlib.dll and you should be fine.
