This is a very good suggestion if you wouldn't be scared to do this. Make sure you try to hide yourself somewhat behind a VPN or anything. It won't help at all if say the FBI wanted to find you, but still :p.

Its dumb if he doesn't use a VPS at home anyways, I am always running a VPS.

Theres a big difference between $3,000 and $10. Thats about what most people make in a month of work, so they are actually going to try to get the money back. This is illegal and they will trace you back even with a vps, they trace people with 7 vpses up. Its not something you can do an expect to get away with its big money.

Well, for one, contact PayPal notifying them about the mysterious funds in the account. If they're not illegitimate, they won't take them out of your account. If they are illegitimate, you will get limited temporarily/permanently for harvesting illegal funds in your account. Even after 45 days, the money still is not legally yours, it just means that someone can't charge you back in PayPal, doesn't mean someone can't legally sue you in real life. If you're planning to donate as you said before, be sure that the funds will be in your account, as I don't want to accept money that will be taken back.
