Always go with Premier!

Anything else would just cost you upgrade fees, wouldn't they?

Premier doesn't.. at least it didn't when I did.
But I just upgraded to Businesss not to long ago and it was free as well.

It just determines how you use your account. in his case, Premium

Yeah I have a business account as well. But if you think about it if he is just going to be getting gifts, than wouldn't it make more since to go with a personal account. I have never gotten banned or limited from paypal, and have received multiple thousands in gifts when I was on a personal account. Considering a gift is personal, and has nothing to do with business or online buys/sales.

Well, you get more limits with premier for nothing.. to be premier is free of charge, so why not just be premier?

True but I assume you risk getting limited more than you would with a personal account though.
