Guys, I have a serious question.

One hour ago, I sold 53M to a legit guy on sythe and I recieved payment via Paypal. Then, I come to buy something for the first time and it says " You have passed your sending limit of $0.00." What can I do if I want to buy something?

You have to add a credit card onto the account.
