Paypal problem need help asap

So my paypal is being charged back 300 dollars ( no this is not onsite ) he is charging back and I have not touched the money previously I've had around 150 in the account now when I issue a full respond it charges 9 dollars so I said fine but it won't let me Becuase I don't have enough money I don't know why Becuase he has the 300 shouldn't I be paying only 9 for the dispute but the 300 dollars are being held so please help me I don't know what to do i could possibly pay you a few dollars but my account is locked so help anyone

Contacted OP and called paypal and had it fixed for him.

Don't even bother charging back a measly $10. Every time you charge back, your account gets flagged so the next time you chargeback you have a less-likely chance to win the dispute.

This is highly true. They flag each time someone calls, no matter issue.
