Paypal got limited

How do I un-limit my Paypal account? It's Canadian, as I don't have anything to link to it and I've heard that Canadian Paypal accounts will work with sending money and receiving money without linking anything. I was sent $5 for a SM earlier today and just logged into my Paypal account now, and it's limited. Why has this happened? I'd like to know how to un-limit it so I can get access to the money.

Just found out that I got chargebacked. I don't think I can open a scam report though since it was all via Skype.
