Paying a coder/web designer

I had an idea of making a site that can process payments if I'm offline.
Pretty much like a basic shop/store site.

This would allow people to buy my products (giftcards) while I'm sleeping and notify me when I wake up so I can give the codes out to those who paid. However, I do not know how to even start. So, I'm willing to pay someone who can code/ web design. If you can do this please post on here. Thank you.
