Does your paypal have to be verified to get money and buy things?

I thought that you could only send a limited amount of money before they made you add a card. That's why i can't send money from one of my paypals now.

Well i definitely didn't spend that much lol but yeah they won't let me send any more money unless i link a card. I only sent about about $30 using this account.
