Good question. I guess it would be granted to users most deserving of the award. That means, you must be an all-round member that has many skills and helps users whenever needed.

Ghostly actually looks really nice.
How does one earn each award? Will it have a set way of earning them or will you just be giving them out in giveaways and stuff?
 
Now all you need is an award called " mini-mod ". On topic though, they are nice looking awards from one of the most HQ users here
