TeamViewer has a file share system.
All you have to do is upload the .exe and give it to who ever is your sender.
Then let them send it to you through fileshare.
Although I don't understand why you need to do this
it all sounds pretty risky.

What you can do it, I can download it onto my computer. Then I can transfer the file onto your computer. So yea, I think I will be able to help you, as long as it is not a virus...
Edit: Do not press install, just press run when the installer opens.
Did you read? The exe is Visual Basic Web browser, It's so I can use it to Surf the Web without a Proxy, My school proxy to be exact. But when I try to Run The file from teamviewer.com, It says blah blah blah is not a valid win32 application..So Im really screwed now -.-
