I would like for it to be created, and will pay for anyone's work. I have a general idea of what I want it to be based around.

Money is not a problem, but I do know the general price range of what this is worth. 

1. .gif userbar
2. .gif username
3. wings
4. Etc, etc.

Damn, you should let me buy co-owner. Also, I do userbars but yeeeeeeeet.
 
If you're willing I will give the userbars a try and the usernames if needed.

I can design a normal userbar and you could just have Astro or someone animate it.
