How can I tell if a Tag is banned? Sorry if this isn't the right section to post in, I'm a noob :/
 
Most of the time the motto, bio, location, etc will say " Code of Conduct ".

Try to send it a friend request if it says it doesnt exist on Xbox Live go to where you can change your gamertag and if it says it is already taken then it is banned

That doesn't mean its banned it could be black listed/deleted. Also I think their should be a sticky forum stating how to find the status of tag to prevent threads like this.
 
So if it has code of conduct it's for sure banned?
 
It will say code of conduct and you wont be able to sign into the account.
 
the best way to get proof is getting the owner of the gt to send you a message they cant do it if the gamertag is banned
