Need help (Paypal)

Ok so this kid sent me $260 and I went to send money and it keeps poping up "We're sorry, but we can't send your payment right now" It did this before and it keeps doing it! Anyone know how to fix?
 
I have the same fucking error. It pisses me off so fucking much.

Yeah I don't understand this is fucking stupid.

Also, mobile doesn't work. A card may make it work faster. I'm just about to get a legit paypal.

It happens to me all the time and my PayPal is verified with all legitimate information. Name, bank, address, etc. Sending from the PayPal app works 98% of the time.

There's a holding period if you're new to selling items on Ebay. 21 days, I believe.
