Would my brother be able to make an account here? I was wondering if it would be allowed, as we're on the same IP. =S (If not it's fine, he just lurks on my account =P)

Most likely a picture with a timestamp but if you can't, I will let him join, BUT you will be responsible for anything that happens with him.
