So you are saying, if I change my userbar I can use it. Okay. Just because I don't have a rep bar doesn't change the fact that it's available for use. Everyone should be able to use it or no-one.
It's only fair. If someone wants to neg me they can PM me and I will let them, cause quite frankly rep is an opinion.
