I don't think that is the case. However, you will be able to change your name starting February 4th, so that may be what he's talking about, or who knows, with this new
name change update, maybe they really will "release" the non-premium usernames.

Feb. 4th Mojang pushes out username changes, non-premiums are released to premium players if they aren't secured, if I'm not correct.
