This may be a stupid question, but whenever i try to make new accounts on my instagram it now says i have reached the limit of accounts i can create on this device. I have a VPN so i dont know how it can recognize my device. I re-downloaded instagram, renewed my IP etc. and it still recognizes my device. Any way around this?

if you have a jailbroken phone, trying changing the UDID, it might work. haven't tested it though

Changing the UDID will let you create more accounts. Gotta have a jailbroken device though. Good luck!
