You need to either develop a script such as sharecash to make one and also you need account in one of the CPA networks as PPD (Pay Per Download) sites are all about CPA. Then you would probably need to register your site as company and pay taxes from your earnings from it. And you need hosting for the files that would be uploaded to your site which means if it turns out as success, you need to buy rather large server to hold all the files.
You would probably need a team of professional coders and website designers to make the site, to make the site worth going to instead of sharecash or fileice. Your team with then need to focus on making the script itself and the website template.
Don't do it unless you've got a shit load of cash to spend.
I mean setting up the website itself is already a pain.
Then getting the people to work for you, and having them produce high quality scripts.
Once all of that is done you'd still need a PPA system, and you'd need members who'd really want to use it.

I've seen their public script and its been used all over different websites when i searched for that script in google. There are too many websites that are using that script its too generic.
I'm actually in the process of making a PPD website and have found a php coder to modify a base code that I had purchased earlier for this project. I've picked out the domain name and planning to throw down some money to have it registered as a legal business with it's own LLC and find an accountant to handle all my tax problems. And split the profits evenly with whoever is on my team.
Investing into a PPD website is expensive but if you have a small team who can throw down money together makes it easier
