I've seen this lure on another rs forum, well this is different but very similar, the guy also has a 75b gallery so i know it works.

it involves clan wars, red portal, but i dont understand how you get people with rares or even anything to even go near the portal.

I have a fair idea which can work, I've also tested this as theres a certain trick to getting them in the dangerous zone.

I just need to ideas to get people there?
 
You could get a team of like 7 people have 2 on 1 team 1 advertising "we have a war join my clan" and the other guy staying the the clan portal so it doesn't time out. Have everyone else on the other team waiting at the portal for people to come in (have items not safe) then they will be lured and come in and you kill them.
i know this isn't the red portal one but its a good one

I seen plenty of rares on doing that lure you don't need 7 people if your confident with less people all you will need is like 4 or 5 too. 1 advertising 1 waiting and 2-3 killing.

Edit: you could just do like if you get you keep deal with them too
