Well, you actually got lucky that you are able to ban him. In his thread, he said he would guarantee an A. If he would have had a ToS saying that he isn't responsible for the grade, then I guess you couldn't do anything. Bur honestly, I would have banned him still because I hate when people put ToS because its their way to slack.

Well, Mike did ask for a refund, and in the reason for ban it said something along the lines of him never paying him back within the given timeframe.

If that was the reason, he should never have been banned.

But to be fair if i payed for a service such as that i wouldnt expect to get the downsyndrome grade etc+=
