Limiting members?

I'm wondering what do they really do. I mean like, when someone is limited what can/can't do?
I know that they can't post on some sections, but which are these sections exactly?

Also here is a suggestion, add a subforum to this called "Questions", where members can ask questions like this.

They can't post threads or post replies in certain sections.
