Then they could be charge backed on

You should say what you need them to MM for. Such as: Kik, Gamertag, PSN, PP Money. GL with finding one though.

It's a little complicated.
Purchasing a recovery via PayPal which I don't have because I don't have a credit card.
Bought a Greendot Moneypak, but the host is out of the country and their services are only liable to US PayPal accounts.
