Is a clinic or doctor more likely to give me meds?

I'm on vacation and I have a very painful tooth abscess. Until I can get treatment with my dentist back home, I would like to go to a doctor or clinic for an antibiotic. Which choice, the clinic or a doctor, are more likely to give me medicine? Additional info: I do have health insurance.
