Internet Not Working, Help!

I'm sending this from my phone, because my houses internet is off right now. I've changed my ip and restarted my modem/router, ruling out me being held offline. This isn't the first time this has happened to me, last time I called up my ISP and they said there was nothing wrong, so I had to buy a new router. I'm trying to see if there's any way to fix this issue. Thanks guys.
