I need this image
to become 48x48 and still be a Hq and transparent image. If this exact image can't be than one very similar will do.
 
It loses quality badly, if it were down-sizing it wouldn't, sorry, don't think I am able to do so!

Here is 2 images i found which looks very good and is great quality heres the 48x48 size, tell me what you think .

 
I am looking for something more so the colors of the theme. Which is a dark grey. Like the first post.Plus I want it hacker related.

This is my favorite one i found, resized to 48x48

If you want to improve the quality, paste it on PS. Resize it to what Philly wants, then duplicate the image once. On the bottom duplicate do a 2.5-3.0 Gaussian Blur on it, then on the top layer set it to Overlay and sharpen it once. Should give it a nice effect.

@Bulbasir - My advice looks pretty solid, just fix that spot at the top where the glow cuts off.
 
It's not that hard... .-.
I would do it if I was on my main PC, but I'm on Skyrim.

Tl;dr-

Duplicate the image. Bottom image, Gaussian blur it 2.5%. Duplicated image set to Overlay and sharpen.
