TBH I think Jagex is trying to keep the game good and running, but they aren't really making a good job of it.
If i were to take over Jagex (own the company), and knew how everything worked, heres what I would do.
step 1: Release an update calling out a rework of runescape, not in the game but how things will be run.
Step 2: Warn players 1 month before the date, that all runescape servers will be down for maintanance for 2(ish) days for this rework.
Step 3: When servers go down, start rework. First step would be to reupload Runescape as it was in 2006 or so, seeing as a lot of people have been wanting that. It would please the people. With this, make an access point via the main page.
Step 4: In the server downtime, copy the entirety of runescape, down some servers to save money (keep about 3/4 of the current amount of servers) and make sure everything is running smooth. This will be the RS2, and will stay this way with small updates and will re relaunched upon the end of the 'rework'.
Step 5: With one of the main RS2 copies that I now have, disconnect the copy from all of the servers, and continue with the Evolution of Combat game rework.
(The reason for this, is that there are actually a lot of people that want this update to happen. And seeing as there has been a lot of time/money invested into it, I don't see why not)
When the evolution of combat servers are done and working, reconnect the 1/4 of the servers that I disconnected from the RS2 servers to the EoC servers, and rename this runescape server "RS3"
After everything is checked and working, make three seperate buttons on the main page to chose from what game you want to play..
This is personally what I would do.
