I think that banned members should be able to talk bans out with a admin on private inquiries. like, after a member is banned they should get one chance to post to discuss specific reasons why they were banned, and to maybe talk about lifting bans.

If they believe they were falsely banned than they can always make a temporary account and post in the private inquiries.
 
Once a user is banned permanently they will be banned forever.

So if someone is hacked they shouldn't be allowed to make a temporary account to let a staff member know?

Well there are always a few exceptions to that, like if someone is hacked or other extreme cases.
