I have vertical yellow lines when i boot up my computer?

yeah... its frustrating, ive been trying to fix it. I cleaned the dust in my fan. After Windows loading, the computer just freezes and I cant do anything except unplugging the power supply. My video card is GeForce 8500 gt, thought it's a graphics card problem, but is it? Im not sure please help!!

ok would be better if i called some technician, i'm not quite familiar with format or install things, thank's for your suggest.
