How to ride bike with your preschooler along?

My daughter is 3, but is the size of a 4 year old. She cannot ride bike yet - or even push the pedals. I would like to start riding bike with her, but am not sure what my options are.

Should we be using the baby seat?
A tag along?
A trailer?

I think it's dangerous for your three year old baby to ride a bike together with you. It's either you bike alone or you watch over her while she is riding her own bike. At her age, I don't think it would be a good idea for her to ride a bike even if the bike has a side car if she's unattended.
